HD 7870 fan speed

I was gifted a used hd 7870 gpu I have a problem that it only runs at two fan speeds at either 25 percent or 100 percent. Using msi afterburner is no help as it doesn't change any setting. I used radeon setting and that's the only place I can change settings when setting any fan speed to 20% or above gpu fans run at 100 percent  and if I lower it 19% or less it runs gpu fan speed around 25%. Auto seems to run gpu at 100 percent speed at all times making loud enough not to enjoy youtube videos or any video content I watch. Any suggestion how to fix the issue or is it a lost cause o and by the way i have already replace the fans on the gpu twice

Afterburner should work.

Did you hit apply, after you changed it?

Because i had a 7870 too before, and it worked perfectly fine

yes Darkseth I did but the problem is that afterburner lowest setting is 25 percent which turn my fan speed to 100 and not to actually 25 percent

I'd try to Flash the Bios with another 7870 bios so it changes fan speed profiles.

Thanks SkilledRebuilds for the suggestion but not even a factor anymore the person that "gifted" me the card asked for it back so trying to save so cash to buy a new card
