As me and everyone else will say, Noctuas are the best performance but look like shit and are expensive. Honestly just get high static pressure fans and you will be A okay. Look specifically for thick bladed fans. Hope that makes sense.

You can't really say Noctua's look shit anymore since they've got black versions with different coloured rubber pads now. But yes they sure as hell are expensive.

Noctua, Gentle Typhoon, EK and Noiseblocker are my go-tos, although of course there are others. For most projects I go for EK Vardars since I use their radiators quite often. But also Noiseblock BlackSilent Pros for their simplicity or even eLoops. Nidec's GT's are some of the best fans you can buy. And Noctua goes without saying, but because of the premium price I only consider using them on smaller builds with less fans.
