This is 50 bucks and it's rated for 160W, so the fan should run at a low RPM (there are cheaper versions, but this one will allow lower fan noise), it's not AM4 compatible out of the box, but you can request a mounting kit for free on their website. I don't know much about coolers and I found out that this one might be good, I recommend seeing some reviews before buying.

I can't really hear from the video. Are you sure it's from the cooler? Does stopping the fan with your hand remove the noise?

Have you tried to control fan speed?

 

Low buzz is more likely coming from HDD than fan.

Personally have a Ryzen 1600 oc'd to 3.9 GHZ @ 1.376v and replaced my stock cooler with the CRYORIG H5 Ultimate I think its around 50-70$ and comes with a 140mm fan.  My temps stay below 65-70 degrees under load and would highly recommend it for the price.
