Yea, just get a 1600 instead, also the stock cooler is pretty good. Maybe skip the fans and with the money saved from fans, stock cooler and cpu downgrade, get a 240 or 480 SSD.

Change the CPU to the 1700, use the stock cooler, change the motherboard to the X370 Prime Pro, get a cheaper 1TB HDD, change the GPU to a 1070 Ti, consider a cheaper case, and change the PSU to the Focus Plus Gold 550W. The overall cost should be about the same, and gaming performance will be ~5% worse. However, the streaming performance will increase a lot. Also, get a decent 250GB SSD instead of the 120GB if possible
