This worked for me:

I'm trying to update a Acer Aspire One to Windows 10. When I try to update the computer it starts the download, but when the computer gets to 99%, I keep getting an api-ms-win-core-libraryloader-l1-1-1.dll is missing error. I have tried to reinstall the operating system, but that didn't seem to help. Is there any way to fix this?

 

First OS: Windows 7 service pack 1

Second OS: Windows 10

 

CPU: Intel Atom N270 @1.6GHz

HDD: 160gb 5400RPM

RAM: 4gb DDR3l

Check with Acer to make sure your machine can support windows 10.  I have two lenovo laptops a year apart from eachother.  One is supported and one is not, the unsupported one installs but after enough use BSOD and corrupts.

 

edit: a quick google search says that this is a bug in the most recent installer

I updated my Dell XPS 8300 to windows 10 which only had support for windows 7 and didn't have any problems so I assumed this would be the same. in addition to that I have seen stories of people being able to update this laptop to windows 10, even though it isn't officially supported.

would there be any way around this as I'm doing the free assistive technologies update from microsoft

no idea, apparently it is a new issue and I'm not willing to click on potentially shady websites to research it.  I stick only to resources I know and trust so if there isn't a fix on a microsoft forum I'm pretty much at the end of my ability.
