zen+ and H310 coffeelake boards are still a couple months away, if he can stretch the budget, wait till febuary then get an i5 8400 and H310 board or see what zen+ has to offer. if he can't wait then get a 1600 and B350 board. if he can't stretch the budget then imo i'd just get an older x79 xeon.

So my friend is on AM3+ and he is looking to upgrade his CPU and maybe mobo. Budget is up to 200$ but he would love it at 100$. Here is the list of games he plays eu4 league dota 2 cs go endless space 2 mass effect witcher 3 star wars battlefront 2 dauntless ck2  diablo 3 heroes of the storm total war dark souls wargame: airlandbattle. Current CPU and Mobo is Motherboard: Asus m5a97 r2.0 CPU: AMD FX-6300 Six Core Processor. RAM is 12GB of Corsair vengeance at 1600mhz

I would advise him to save up a bit of money and then jump to AM4 or Intel. Although, if he can find a good Z97 CPU and motherboard combo for about that much, most Haswell/Haswell Refresh Core i5s will destroy any FX CPU and he'll still be able to use his DDR3 memory with it.

Just about any quad core i5 such as the 4590, 4460, 4690K, or even an i7-4790K would be good. Boards don't really matter, most of the Z97 boards were all good quality. Or as @Daniel Z. said, the X79 platform would work(don't know off the top of my head any CPUs on that platform though)

I find, atleast in Britain, x79 is still strangly fairly expensive. Especially for the montherboards.

I have been looking to upgrade my friends computer as well and was able to snag a 4670k for 80 bucks. Check Offerup and Craigslist. I am still searching for a motherboard. I had one lined up and the guy never showed but did find another compatible motherboard for 45 bucks. depends on your location and how patient you can be. just keep looking. there are some good people out there not over pricing the crap out of used hardware

At a $200 budget you're looking at either a Z97 + i5 or Z68/Z77 with an i7. For gaming the older i7s will actually run better than the newer i5s because they have more threads, 8 vs 4 on the i5.

 

For this reason alone, I would go for a Z68/Z77 plus an i7 2600K, or maybe a 3770K if you can find a good price for one.

i would also look for a sandy bridge or ivy bridge core i7 combo with a motherboard...i7-2600, 2600K, 2700K, 3770 , 3770K something like that...with a board.
