is there any way to optimize pubg with a application or something of the sort

It's still in early access so if you give it the time it will become more optimized. I give them some credit though because I'm on a laptop with an HDD and still load pretty fast. THough if I fall fast enough buildings haven't had time to fully load in and I can glitch inside xD

i found out that you can go into task manager and go to the details tab and the select pubg.exe (idk whats the filename i dont have pubg xD) and right click and then go to priorities and then select high. then it should possibly help with game stability as i tried this trick with tf2 and it helped with consistency of frames as im on a low end laptop

Hardware Specs?
I just run VeryLow everything, THEN set Textures/Drawdistance appropriately for the hardware. (Usually on High)
Call it a day until optimization gets better.?

Maximums - Asus Z97-K /w i5 4690 Bclk @106.9Mhz * x39 = 4.17Ghz, 8GB of 2600Mhz DDR3,.. Gigabyte GTX970 G1-Gaming @ 1550Mhz

I'd just use Medium Preset with 1080p if you want some pretties... (shadows n grass/ambient occlusion) Higher settings can screw with GPU usages in weird random instances of the game being an ass.
Or use Vlow on effects and post processing for an FPS boost.
Keep textures at the highest (or less hitchy'est) being High or Ultra
Distance is up to you... Motion blur is up to you.
Should be getting decent results near 100fps..... give or take 20fps on either side of it at any time,..., or something is borked in ur machine software wise screwing with results.

 

*I hear disabling SMT can help some Ryzen users and PUBG, giving greater GPU usage numbers. (Not a fix, just something heard, try it ,if nothing changes  revert back)

Have you tried playing test servers? I have much better performance there. The version that is curently being tested should be out on 20th Dec.
