What is the cheapest CPU I could get that wouldn't bottleneck an rx580?

Not sure what these would be used for but this is a solid PC.  I would probably upgrade to a r5 1400/1500X/1600 based PC

You likely won't make much of anything mining, and you're just going to be killing the GPUs doing that.

Not exactly no, but it is putting it under 100% load for long periods of time that can shorter the life of a GPU.

Theres a slick IPS 1080p display, waterproof keyboard and a cheapo mouse.  You'll want the keyboard, this kind of environment slaughters keyboards and mice.  I don't know enough about cheap mice/headsets as well so I would use these videos.
