Last PSU did this and now it's no longer my current PSU. Either the PSU is dying or you have a short somewhere. Did you try testing with another PSU/running out of the case to eliminate any shortage issues it may have?

I can't really do that because we're talking over skype, 

 

It shouldn't be the power supply because it is a pretty good one

check the cpu temps

check that all the pc part are getting power

check if the psu fan is runing

This almost worked, it powered on for longer then powered off.

Did you clear it using the jumper?  Also try taking the battery out, waiting a bit then putting it back in.

we cleared it by taking the battery out.

Try using the jumper, that's what worked for me when I had a similar problem.

If its a modular psu make sure the the cables going to psu are all the way in and not sticking out a little. Also is the cable to power the mobo connected...I had the same issue and after maybe 50 tries I noticed the the power cables to was not connected. And by sayin the mobo cable I don't mean the 24 pin.

Oh yeah...the main problem I had was I got a new case and the mobo was touching the back of the case or the stand offs and was shifting out the system. To resolve the issue I had to put rubber washers in between the mobo and the case on the stand offs and that fixed the problem.

Did you return the jumper to the original position before turning the PC on?  I burn a motherboard once because I turn it on with the jumper still in the clear cmos position.

try using individual sticks of ram. This problem can happen when ram goes bad.

Moving the jumper from pins 1 and 2, to 2 and 3, then back to 1 and 2 should start up the PC.
