Gtx 1050ti memory clock issues

I just got a zotac gtx 1050 ti oc. As per specs memory clock speed is 7 gbps but mine is running at 3.5 gbps under stress without overclock. Why

The memory speed is shown in most applications as half of what it is. DDR is an abbreviation for Double Data Rate.

 

Some applications even show it at one eighth for some cards, like my GTX 1080 showing 1389.2MHz when it is effectively 11114MHz. There are more technical explanations for this, but that's the most basic.
