Can I run a Sapphire Dual OC r9 280 3gb graphics card on a Dell XPS 9000's 475 watt psu?

Granted it has the proper connectors, yes. Should be fine. A 290 would've been a straight no, lol.

PC Specs - AMD Ryzen 7 5800X3D MSI B550M Mortar - 32GB Corsair Vengeance RGB DDR4-3600 @ CL16 - ASRock RX7800XT 660p 1TBGB & Crucial P5 1TB Fractal Define Mini C CM V750v2 - Windows 11 Pro

Then no. A 130W CPU and a 200W GPU are enough for this ;)

Plus, the CPU architecture is pretty darn old now, don't waste your time overclocking this machine on the OEM PSU.

oh no sorry for not mentioning. I'm only using the dell xps's case and psu. Other wise I have an Asrock x58 extreme 3 mobo with an x5660 which according to people online is still a great cpu

Yeah, it's an alright CPU. Definitely needs an OC bad though. You'll have some headroom, but I wouldn't be terribly comfortable overclocking the CPU and GPU on a PSU that's probably about 7 or 8 years old. Might as well grab a more modern PSU. The PSU Tier topic here has pretty good suggestions.

550 is fine for any single GPU setup.
