Is a tv better than a monitor?

Depends what for? I have a monitor for standard gaming then when friends come round I have an HDMI connected to a tv and a wireless xbox remote dongle for party games, who said PCs can't do the 10 foot experience. Personally, for anything other than party or Strategy, I would go for Monitor

A monitor usually has more HZ / refresh rate so yeah a monitor would probably be more beneficial but then again your budget might be a problem since prices can be a bit feisty
