Is this a good hard drive to store my steam library on?

Yes, if it just steam libraries, but we cannot say how long that will last. Personally i would never spend money on second hand hard drives unless it essentially free.

Personally wouldn't trust any hard drives from ebay. You can pick up a brand new 1tb hard drive from amazon or newegg for like 40 bucks or whatever. Is that really too expensive? Not to mention warranty, and its brand new so you'll get more life out of it. If you look at the date code on the ebay drive you can see it was manufactured in 2011.

I wouldn't buy used storage. As @kagarium said, new storage really isn't that much more, especially if you go with a Toshiba drive.

Sure, why not. Just back up any data you care about, but that goes for any storage, even new drives and SSDs

eBay drives are okay if they are new. I have bought dozens of hard disks and solid state drives from eBay and never had an issue.

Description states its not new though. I meant more used purchases through ebay since that's what the site is focused on mostly.
