Yep. That's why it's called "Lock" instead of "Hibernate", "Sleep", or "Shut down:.

I am using Windows 10 and downloading a large torrent file. It's legal. The file.

But I don't want anyone to have access to my PC as I don't live alone, I share with other people.

Would apps and programs still run in backgrounds while I lock my account?

Yes the download would continue,just set a password to be the most secure,hope no body vanishes with the computer lol

 

Lock is: locking your computer (or signing out) but programs will still be running

Sleep is: freezing your computer's memory,programs will be frozen,downloads will fail (don't think that happens with torrents,but surely the download wont be running in sleep)

Reboot is: restarting your computer [or turning it off and back on with staying on and not loosing power (some mobo's just do shut down and power on) ] (ofc no download gonna be still goin')

Shut down is: powering off your computer and shutting off the components and the operating system too (ofc no download gonna be still goin')

Hibernation is: dumping your computers ram into a single file,and shut down and resume from the file when the system is turned on (ofc no download gonna be still goin' while off)

If Sleep is turned on and you lock the machine

I don't know,you can disable it in Power Options.
