As far as the LEDs go, you can always not plug them in, and/or disable them (at worst, by snipping the leads) so there's that

ATX Mid Tower preferably, but it just has to fit a full ATX motherboard

Depending on the level of hardware (mid range build) you could go with the S340/P400, they qualify as "meh" airflow which is good enough to keep lower TDP cpu's and below 1070 /V56 GPU's cool

 

(Only including the P400 TG since s340elite is out of budget)
