I personally would go with the Cryorig H7, but either one will perform within 1-2º of eachother and have similar noise levels (aka pretty quiet)

Honestly, 212 Evo is a great choice. I've got a 6600K overclocked to 4.6ghz which is very similar to your CPU and I have a 212 Evo cooling it perfectly fine

Best option in my mind for price to performance (also looks the best IMO). A 212 evo is also perfectly adequate. For a 7600K you dont need anything above $50 USD

In all honesty, the only benefit to having the Cryorig H7 over the 212 Evo is that it looks better on the top, the bit you'd see through a side panel, there won't be much temperature difference. Up to you how you spend the money.

If you want your PC to look fairly tidy, go with the Cryorig H7, if looks don't bother you, just get the 212Evo.
