Hello everyone, I would appreciate your help with an issue I ran into yesterday.

I recently upgraded my motherboard, cpu and ram and the new system was functioning perfectly for a good three and a half days until last night. My cpu usage sits around 20 at idle but when I go to launch fortnite it spikes to 100% and goes back and forth from around 20 to 100 causing major fps drops, stutters and crashing when tabbing out or sometimes at loading screens. Temps sit around 57 Celsius and when spikes occur they get to around 89 for a second.
 
***Now a day later the cpu no longer spikes but I have noticed under load the gpu rail drops to 11.3-11.5 v which seems very low and these line up with frame drops and power issues flagged in HWiNFO. 

Things I have tried so far:

DDU and reinstalling nvidia drivers
ran prime95 test for an hour no issues
ran memtest86 (pass)
Reinstalling chipset drivers from AMD
Windows memory test
Monitored hardware info (results attached) 
Swapped psu (gave almost same data as what is attached. )
Tried other graphics card - (with other gpu the rails didnt drop as low but stuttering still ocurred)
Reset bios
Tried minimum boot(1drive 1ram)

FORTNITE TEST GPU POWER - I have highlighted the transition points and they all seem to have a strong correlation with total gpu power changes.
when I switched my gpu to the other pcie slot it obviously ran at a lower fps but it did not seem to stutter as much and HWinfo unfortunately could not pick up any voltage info. 
 
Full 3Dmark time spy demo log attached as well where the same rail voltage drop occurs!
 
Could this be a pcie slot issue?
 
I would really appreciate any feedback as I am at the end of my sanity at this point, Thanks!

CPU - Ryzen 5 7600x (new)
MOTHERBOARD - ASRock B650M Pro RS wifi (new)
RAM- Corsair VENGANCE DDR5 6000mhz 2x16 (new)
GPU-GeForce etc 3060 asus dual
PSU-cx650m Corsair 
OS- windows 10
COOLER - thermalright peerless assassin

That's not idle. If you're seeing 20% usage when you think you're not doing anything, you need to click the processes tab and tell us what's running. Something sucking back 20% CPU while you're trying to game is going to cause problems. Idle, actual idle is 1-3% usage range.

i had similar issues after a mobo change recently, i'd recommend a fresh install of windows

Sorry yes that was an error on my part im pretty sure i had a bunch of things open. 

right now with 13 google tabs,spotify and discord im sitting at 3-5.

why is norton on your system

My parents had a license and I tried it I was planning on getting rid of it after reading up on it but ran into this issue I need to solve first, would it be worth deleting to see if its causing an issue somehow (it was on my old build with no errors however.)?

I think we're seeing the tip of the iceberg of what the problem is. 

 

OP, I'd suggest starting with a system cleanup. Go through Settings to Apps and comb the list of all the stuff you absolutely don't need. (You do NOT need Norton) Then in Task Manager to the Startup tab and disable everything else that you don't absolutely need starting on its own when you boot up. 

 

Reboot.

 

Update your BIOS. Update your chipset driver. Ensure you're in the Balanced power plan in Windows. 

 

Re-test.

I have deleted 20 or so programs including norton and changed my startup and am in the process of redowloading windows then will update bios and see how that goes, Thanks.

well everyone, I have updated bios, reinstalled windows and all the drivers testing everything in between and its still stuttering and having voltage rail drops so I think I'm gonna buy or borrow a new motherboard and swap mine and hope that's the issue, thanks.
