GPU is on 50-70% in-game

Things I already did:

- Checked everything is connected

- Deleted drivers and re-installed

- Checked I'm on Max power usage program.

Check CPU usage in game as well, CPU might be bottlenecking it.

CPU might be limiting the GPU to fully utilize it's full potential in some CPU demanding titles. But if it doesn't affect your gaming experience, lower GPU usage is fine.

Nothing much that if free unfortunately. Overclocking is no really possible on the motherboard you use given the power delivery it has. My only recommendation if you are willing to spend some money, a second hand i7-4790 on ebay or somewhere else might be a good upgrade.

lol I'm buying 4000$ pc now,  I'm asking to learn from the mistakes of the stupid ass seller who gave this computer to my brother.

I wouldn't say they're stupid, but I'm sure you can buy another used cpu and put it in your existing motherboard.

A Core i5 4460 limiting a GTX 1060? I don't buy that. There must be another problem. I suspect drivers or some software running in the background.

Because spending $4000 dollars on a new gaming PC is a bit wasteful, in my opinion. A $1000 Threadripper and 2x 1080Ti would get you to around $2600. Why any gamer would need all that, I don't know.
