What CPU would be low power enough but still have some kick to run off of a 250w PSU? I have a pretty tight budget as well, because the pc needs expensive parts. I do not need a graphics card (yet), and I want to use ddr4, since it is more power friendly and faster 9_9. Any suggestions?

R5 1600 should work if you keep it at stock

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...

The differences between DDR3 and DDR4 are fairly small.  In general memory sticks consume a very small amount of power, around 2-3 watts per stick.

 

In general, it's fairly safe to estimate the power consumption of a processor by looking at the TDP of the processor.

A 35w TDP Intel processor will consume 25-40 watts, depending on how often it runs at maximum frequency.

 

A 280w power supply could run even a processor as powerful as Ryzen 7 1700 with 8 cores and 16 threads, it's only a 65w TDP CPU so will consume around 60-80 watts by itself.  A b350 chipset based motherboard will consume around 20 watts, memory sticks and hard drive will use around 10w more, so you'd still have around 100-150 watts for a graphics card. 

For example, a  GTX 1050 would average around 70-80 watts, and a GTX 1060 would go up to 120 watts - i wouldn't recommend using a GTX 1060 on a 280w psu, but in theory it would work if the power supply is a very good one.

the problem i see is spikes, power consumption isnt espeically constant and power draw spikes could go above that once a GPU gets in the mix

Any modern 65W TDP CPU should offer a nice blend of high performance and low-ish power consumption if you need performance. Otherwise Intel currently has more offerings to choose from, including 35W TDP parts.

are you willing to make a new build & what would be your total budget & current specs that you can use?

Well, I'm trying to put a PC in my car, I want to hook it to a rear camera, GPS, Stereo system, LED controls, and maybe some other things. I'm using a DC-DC psu so it's hard to get anything more than 250w for a fair price, and I don't want to drain my battery too fast to wear my alternator out. I am selling my main pc, Titan X and all and rebuilding a more efficient PC with a 1080 and ryzen chip (as opposed to my x58 xeon) and use the remaining money for car computing. I know it's complicated but I'm trying to build onto my knowledge of cars and PC's.:)

I understand mate. even overlocked ryzen 1600 shouldnt draw over 120w. but do remember onething that if you choose ryzen cpu then you must have a dedicated graphics card to run the pc or there will be no display as it doesn't have intregated gpu.

Yeah, I won't be running anything too hard, so I think I'll be getting a g4560. Thank you for your time and assistance.

Why not just use something like a tablet? Cheap and cheerful.

Usb connectivity, backup camera, and stereo control are worse or nonexistent on a tablet. GPS is the only thing I would think would work well on it.

ah okay. You could technically use a BT camera, and replace the stereo with the tablet.

I wasn't clear I guess, I want to use the pc for the stereo controls. Might put a dvd player to watch movies while parked, more likely I'll just have a usb port for that. Maybe even go as far as putting a long range wifi reciever on it :P
