biostar isn't that well known so don't wanna risk it. I wanted Asus mobo but none released sadly.

Wait, VR or VMs? For VMs ryzen is just fine as far as I know.

 

The build you linked won't work, ryzen 5 has no integrated gpu so you won't have any video.

No, cpus don't save their state. Its working parameters are set by the motherboard, so it makes no difference whether it's been used before or not. It's safe to buy them used.

probably I have different opinion than others about buying used gpu. I always prefer new even if less powerful only because a new gpu comes with warranty, most used gpu wont & never know how the user handled it before. for your case, you need a gpu to last you longer. as you stated 200$ for gpu. you can get 1050 or 1050 ti new in that range.
