Program that can replace FRAPS ?

So how to manually measure average FPS without FRAPS is it even possible ? Is there any other program that can do that ? I don't care these programs that can only show on screen display numbers!!! I've visited the entire internet and nobody can answer me to these simple question.

MSI Afterburner, the FPS counter built into steam for steam games. In-game/software FPS counter.

If you use Nvidia cards then Geforce Experience has its fps counter as well.

FRAPS can definitely measure average FPS, click on the FPS tab, then you chose a benchmarking hotkey. Open the game click on the key you chose to start, click again to finish. FRAPS will generate a file with the average FPS among other information.

Maybe you are referring to advanced frame pacing tools like the ones used by DigitalFoundry or PcPer, the latter uses nvidia FCAT which is available to download at https://www.geforce.com/hardware/technology/fcat, to properly use it you need a very expensive setup, although you can use shadowplay for less precise results, as it affects gaming performance.

I use to use fraps but I use the invidia Geforce shadow play to record my video game for my YouTube channel.

You could log the FPS and dump it in something like Excel or Sheets to get the average. All it takes is like 10 seconds of clicking.

Ok and how to turn on and off that benchmarking tool when i'm playing games ? For example i need measure average fps in some special areas in game for approximately 60 seconds.
