Medium end hardware and up, high performance mode and increase the display off and sleep timers.

Just go through all the settings and enable/disable everything you want.

Don't move page file, 'causes more problems then helps.

I just do like Enderman suggest, and that is going to the Settings panels, and just configure everything there.

Then I open Folder Options, set the default folder to "This PC", show file extensions, turn off "Show recently used files in Quick access", and "Show frequently used folder in Quick access", and lastly I disable: "Show sync provider notifications" On my Surface I do some registry edit on hardware specif thing to the device, but on desktop, that is pretty much it.

Low end hardware deserves Debian, not Bloatbuntu or 'Everything is forked and we fuck the repos' Mint. 

 

Agreed for the most part however.

mint took the original debian repos and then forked gdm2 to make 'mdm' (mint display manager)

they don't take half the commits from upstream and replaced the original mdm package (which was dependency for a lot of things) with their 'display manager' 

 

and they don't do security bulletins

Don't take it seriously. Though I do genuinely recommend mint for lightwieght machines purely for the fact that it can do the tasks people generally ask of said machines, and is Windows like, enough to the point that a Windows user should be able to get the hang of Mint rather quickly.
