Which is the cheapest suitable psu for 1080 ti SLI??

PSU are at their best efficiency at 45-70% load, so a 1200W PSU is better. I can see that you already have the 850W one, so don't change it out. 1200W PSUs are expensive themselves.

WTf? What is the difference? Will I have lower fps? Will the gpus be damaged or break sooner?

no. running cost of the PC will be higher (a bit to a lot, depends on electricity cost), but there's no impact to the PC's performance.

Power supplies will be at their most effeciant within a certain rage of wattage. What it spits out to your system and what it pulls from the wall are not equal, because no power supply is 100% effeciant. Depending on the rated effecency of the power supply, it will be between 80-96% effecient.
