He already stated multiple times, Hes on a whole separate breaker panel. Probably has his own power meter and such, so power line wont work.

turn a wifi router into an extender see if that helps

or get cheap win10 laptop and turn on hostednetwork "netsh wlan set hostednetwork=enabled"

then give to landlord to hook to router via ethernet

or find room routers in and see if powercable is near or plumbing lines then get a wall box for electrical/cable(blue plastic boxes) cut hole in router room and in your apartment and run cable up.

drill hole in floor to your ceiling and drop cable thru(again blueboxes can be used)

Thanks for the answers and suggestions guys! Im gonna talk with the landlord today. Im hoping we can strech a inet cable down in this apartment, if not. Im gonna have to get my own inet.
