This is getting tiring - Air Cooler Help

Okay, I've had recommendations from a few different people as to which CPU cooler to use when I get a Ryzen 5 1600 which I intend to OC as much as I can. 

 

Please don't tell me to use the Stock Cooler - when overclocked I don't want 90 degrees CPU temp!

 

What I need is proper recommendations with something to back them up. If you're saying something is better than something else, why is it better? 

 

Also if you say something is better at cooling and I go onto some sites and see it's identical to something you claim it's better than (i.e. Cryorig m9a/m9i vs Cm Hyper 212) You'll need to back it up with something else such as cost (I'm in the UK our prices are different) and not something subjective such as looks.

 

I've been looking at only air coolers priced around £25 to £30.

Edit: I've seen some cheaper bequiet coolers. Are they any good? Are they better or as good as a 212 EVO or 212X?
