Cpu problem

Hello.

I have a i7 6700k cpu that always has been running good but when i turned on my pc yesterday my game started lagging, i then checked my task manager and my cpu werent running at full speed in eg. arma 3 which is very cpu intensive it was only running at like 25% and it does this in all my games.

I have tried re-instaling some games and putting my power restriction thing to performance but it is not working. I have only been told one thing to do that i havent done and the is to delete everything on my pc (1500 gb of stuff) and install it again, i just dont wanna do that.... 

What to do?

Check temperatures first off. Thermal paste could have gone bad

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...

DDU in safe mode and reinstall nvidia drivers fresh new, these derps happen every once in a while when using GeForce Experience to update drivers as it leaves awful a lot of junk left (leftovers).
