I'm the closest to your budget with $8 over but by far have the sexiest build :P P.S MSI AM4 boards are garbage and full of issues.

Ivy bridge still holding out well with a overclock, good thing Intel has been sitting on their asses since Sandy and doing nothing. 

 

4.4GHz Ivy is around 4.0GHz Kaby

Vega 56 is looking like a 1070 beater for less. I suggest you wait for official reviews and consider the $399 Vega56. I know you said nvidia gpu only but that is silly attitude (regardless of manufacturer) when there might be something better for your money.

Also the stock cooler on the 1600 is very good and a Hyper 212 evo would hardly be an upgrade. Either use the stock cooler or a high end air or an AIO. The Hyper 212 is a budget air and won't perform much better than the free cooler in the box.

I dropped the case last minute to be close to budget, but in terms of mobo and RGB its still sexiest :P

And why spend 110$ for a nice kit of RAM when you could go overpriced for RGB in a 30$ case. /s
