Trying to identify this distro/desktop enviornment

Hi,

Does anyone know what desktop environment or distro this is? I know it stems from Ubuntu, but I'm not sure if it's ubuntu, lubuntu, or something else, and maybe with a different desktop environment. Does anyone know? Also, what is that clock on the top right?

Exact same look is very possible with KDE Plasma 5.9/10

anyone know how we could port that DE (or the theme ontop of XFCE) to another distro?

 

I talk in brackets (a bit like this (sometimes multilayered) (I know it's hard to read but I sort of think like this(maybe it has something to do with being a programmer)))

Download the distro, copy the theme, put it in a package for another distro, install Xfce, install the theme. There shouldn't be any porting necessary.
