It's tier 4, so I wouldn't get it.

FX6300 rated for 95watts 
GTX 770 rated for 230watts
500-600ish watts would be ideal

The 770 pulls about 230-250W from what I read though, so it's close.

Until you start overclocking it  X299 CPUs have a 140W TDP, but when you overclock them, they draw 300+W

So a 550W+ PSU is the best choice.

Yep 650-1500W but trying not to break my wallet asap

 

All the PSUs I picked are from tier 3+

An EVGA 650 G2/G3 would be a great choice and it doesn't cost a lot. If you want something even cheaper, get a Seasonic S12II/M12II-620

450W is plenty for both at stock voltage and still enough with overclocking.

I tried running TF2 and 1:35 once I click play from that amount of time it just crashes and PCpartpicker says that my system uses 445 watts

You can look at Guru3D reviews of your hardware for power draw. Here's a Jayztwocents video from years ago where he uses a GTX 680 (basically your card) and a 3770K, both very heavily OC'd on water hitting 350W under load

He gets facts wrong on how 80 PLUS efficiency works but the rest of the video is pretty solid.

Do you think my GPU needs a repaste because sometimes it reaches 70c on a light load (MSI Afterburner, couple chrome tabs) so what should I do with my GPU since the video says that a higher wattage system pulls more than mine but mine crashes

Possibly. Not certain that the high idle temps is because of that but it could be

Ok but earlier I played Undertale (my least demanding game) it reached 80c and it only requires 256mb of Vram and I cant play any more demanding games (TF2 and above) so what can I do so then I can play games with weekend (tiny LAN party)

2 120mm (one intake one exhuast and I dont have a fan hub nor the money to spend on more fans and such) fans that come with corsair coolers (H100v2) and I dont know what RPM there running at (900 rpm I think)
