You could always delid it, but that seems like the worst possible way to address this problem.

 

I can't think of anything else that could be causing your abnormal high temps at stock settings.

Probably just the way it is with the crappy TIM that intel has become infamous for now. The sizzling sound may be coming from the power delivery that has been known to be a bit pushed on this platform and in particular on the Prime boards, I appreciate you are at stock, but nonetheless.

Sounds like a delid + custom water is the only feasible way to not get it throttle and to consider overclocking at all.
