Do you already have any lenses?

If you don't have lenses, id get a canon t6i and a few lenses, like a 35 f2, a 10-18 f.5-5.6, a 50 1.8 or 50 1.4. The lense matters much more than the camera its on. They spend about 100 on a good mic.

the problem with getting a camera is your really limiting yourself with MIC choice.Compared to XLR 3.5mm mics aren't that good

you can get adapters, and also external recorders will work well here. You not getting a good camera + lenses in that buget that have a xlr jack.

A Sony A7ii? Or a used Sony A7s. Those will give you good option for lowlight as they use Fullframe sensors. Otherwise I’d look at the Canon 80D

A good camcorder or something like a Sony or Nikon camera (not 100% sure if any of Canon's latest DSLR offerings do 1080p60, check their specs).

If OP is mostly into photography then they are the poster boy for DSLR video. A camcorder will just not do in that case.

OP, be aware of limitations dslrs have in video recording, like the 30 min per clip limit for instance.

Canon's new cameras all do 1080p @60fps.

For a camera, the 800d (t7i) is a great option these days. Way too much power for an entry level DSLR, has the same AF system as in the 80d and 6d2 (with DPAF!) only differences so far as I can see are maybe 1 fps in burst and 1 stop of shutter speed, but the 800d has a newer processor.

As far as glass is concerned, I'd get a third party 17-50mm f/2.8 lens (from sigma or tamron

https://www.amazon.com/Sigma-17-50mm-Aperture-Standard-Digital/dp/B003A6H27K/ref=sr_1_2?s=electronics&ie=UTF8&qid=1499082346&sr=1-2&keywords=sigma+17-50mm+f+2.8+canon

I'd look at used options for that too, you could probably get it at close to half the price.

The new Canon 50mm f/1.8 is also a great lens and dirt cheap, so I'd pick it up as well...https://www.amazon.com/Canon-50mm-1-8-STM-Lens/dp/B00X8MRBCW/ref=sr_1_2?s=electronics&ie=UTF8&qid=1499082452&sr=1-2&keywords=ef+50mm+f%2F1.8+stm

And then, it depends on what you yourself like to shoot. There is this kit if you would like something wider than the 17-50mm that includes canon's kit ultrawide 10-18mm.

 https://www.amazon.com/Canon-50mm-1-8-STM-Lens/dp/B01LEEY6CS/ref=sr_1_2?s=electronics&ie=UTF8&qid=1499082452&sr=1-2&keywords=ef%2B50mm%2Bf%2F1.8%2Bstm&th=1

But I would look at the 10-22mm, which should be again around 200-250 used

https://www.amazon.com/Canon-EF-S-10-22mm-3-5-4-5-Digital/dp/B0002Y5WXE/ref=sr_1_3?s=electronics&ie=UTF8&qid=1499082556&sr=1-3&keywords=canon+10-22mm

Tokina also do a 10-16mm f/2.8 (If i'm not mistaken) and there are some 10-22mm options from Tamron and sigma as well, which are usually cheaper in the used market.

For the low light capabilities, I'm amazed at newer cameras, being used to being unable to exceed ISO 800, that said, I would advise against not lighting a scene in favour of exposing using ISO. I believe that if the camera can handle something like ISO 6400, then you shouldn't ask for anything more. and the 800d would probably outperform older APS-C cameras from Canon (such as the 80d) due to the newer image processor.
