Help under-utilization of GPU in games

Hey everyone, so recently I had to file an RMA to zotac because of a fan issue on my old 970 to I took a replacement 1060(listed below) and I'm receiving quite low and disappointing performance from it.  I've tried really pushing the card in OC to boost performance to little success. Thermals are really fine never above 60C under load in synthetic and gaming and until i tried monitoring it under gaming usage it was reading as 98% usage. However in real world gaming i was only seeing a 20% average usage in csgo with ~60fps never above 45% usage on medium settings 1600x900 MSAA off. I'm not limiting the fps in anyway, I tried reinstalling nvidia drivers with no change. I'm really out of ideas at this point and could seriously use some help or a reality check at this point. also this is a first time post so if i did anything wrong I'm very sorry.

 

 

 

full system specs: A10-7890K, zotac 1060 ZT-P10600B-10M, 120GB SSD, MSI A88XM GAMING motherboard

you are CPU bottlenecked, get a better CPU, i suggest a ryzen 1400, 1500 or 1600.

yeah.... its a suspicion of mine i do have it OC'd at 4.3 GHz quad core and if thats still the case any way to get around that without switching mobo and cpu? :c at least back to my 970;s performance? cause its far worse

before going off and buying parts try this...raise the resolution & quality settings.

 

might sound crazy but depending on the game it will tax the GPU more than the CPU resulting in better performance.

 

If all else fails go for at least a ryzen 1400, or if you prefer Intel get at least an i5

yeah my 970 worked similar to that im just not seeing the consistency id like from the system so im most likely gonna look to scrap out the ssd and GPU then upgrade to a new computer and sell my old one, mobo cpu hdd and such but who knows
