They announced a dev kit which uses a standard GPU and some sort of housing that nobody really has any info on. They aren't selling it as they created a new product or idea.....Its just an official kit for devs........

apple is infamous in the eGPU community for locking down hardware unnecessarily. 

for example, ti-82 thunderbolt controller-based devices do not work under macOS, but work fine under Windows and fine under macOS if you patch ioThunderboltFamily.kext

apple said that they had did this for 'protection' - but why is it done in the software level then?

 

I wouldn't be surprised if they required that OEMs certify their hardware with them as well.

I will give them credit when they've done something more than package an RX 580 inside a Sonnet Breakaway Box 350, a'la BiZon Box or Mac Box.

I know that particular laptop has two usb 3.0 ports. Using this would mean you'd need another monitor, a graphics card, and a PSU to attach it to.

No, it's not based just on Apple's hardware. 

Nvidia write drivers for macOS for people who upgrade their MacPro 1,1 and 2,1 units. That's it.
