Somewhat Hypothetical Bandwidth Question

So, say you have a 28 lane CPU. You put 2 graphics cards in your computer, so your cards would be running at 16x and 8x. You put an M.2 SSD into the M.2 socket integrated in your motherboard. M.2 cards can theoretically use up to 4x. Does that mean that at this point all of your bandwidth is being used up? If you wanted to put another M.2 SSD in your system (maybe in a PCI card that you put into a 4x slot that adapts into another M.2 slot), would this be possible? How would the bandwidth be divided at this point, between 2 graphics cards and 2 M.2 SSDs that hypothetically uses up all the bandwidth that is available to it? Thanks!

With dual GPU's, you will have two slots running at 8X. One 8X slot for either card.

But let's just say you added enough stuff to go over the PCI lanes: some stuff just won't work. You don't have bandwidth left.

Of course you can go and lower the lanes for a couple of the things at this point.
