Yes, there is a flashlight widget, however, I don't want a widget on my homescreen for something that should be in the notification drawer. I'm OK thought because I use Microsoft's NEXT Lockscreen which has shortcuts to things like WiFi, BT, and the Torch built in. You know, like EVERY lock screen should. :P
