Well I have been coding a website called Vote for Turnip as a school project (you should all know why its called that)

 

But I can't find out a way to do this. I don't even know what its called:

... but note you're not limited to 16x16 pixels, you should be fine with 48x48 or 32x32) and you can also make ICO files with multiple resolution images (like 48x48, 32x32, 16x16 in a single file)
