Does such a thing exist?  I want ATX, but don't care about having 10x3.5" HDD bays, huge PSU basement, etc etc.  I want ATX as small as humanly possible. 1 HDD and 1 SSD is plenty for most people.

I personally use a Fractal Define C, it's super small. After changing from a corsair carbide 330r, the difference was huge. It was much shorter and slightly lower. It has a PSU shroud (Where would you otherwise put the PSU?) and has 2 3.5" mounts under the shroud and three 2.5" slots on a removable tray behind the MOBO. It's absolutely fantastic, you should give it a look

be quiets pure base cases aren't that big either but have that fancy remove everything inside layout which helps airflow. But dunno if it is small enough for ya

That's a tad too big I assume, he says he wants it as small as possible and that there is no need for all the drive cages. Even though you can remove them, you still have the physical length added by those expansion slots on the case itself.

Just looked at some photos of build's people have done in the Define C.  Wow!  that baby looks perfect.  My current build is a Define R5 and I am very happy with Fractal Design's quality.

I am also very impressed by the quality, I paid less for the define c than I did the corsair case a year ago and I must say, everything is so much more refined and high quality. I had been looking at an R5 for a while but the define Cs compactness and PSU shroud along with some other things won me over completely.

I myself am using the Phanteks P400 series. It has 2 ssd mounts behind the mobo tray and 2 3.5 drive trays under the basement. Its smaller than some atx cases but bigger than some. Plus the tempered glass version is sexy. Here are pics of my P400S acrylic window and my wife's P400 Tempered Glass version.

That thing is huge! Way longer than it needs to be.  Plus way too much girth. What do you expect to be doing with such a massive unit?

Soon I will be doing an upgrade to a Custom water loop and adding more storage drives. 

 

But it actually isn't all that big. It fits comfortably on my desk with no issues.
