Is this issue due to my graphics card or something else!?

I recently got a new case and power supply, I rebuilt it up with the new case and power supply, It works find but this happens when i'm searching something on my computer! anyone know why this happens and if so how do i fix it?

Seems like some sort of software error to me, probably windows considering it's within the search bar?

Update/Reinstall maybe?

Its almost certainly not graphics card related. Might be javascript or flash player if it thinks its on the internet but I'm not sure.
