Is this voltage regulator bad ?

I have this BM1117-ADJ (SOT-223) and how do I know it is gone bad ? 

This is the first time I try to fix a voltage regulator, so I am in need of help.

Don't even try to fix it.

If you think the reg. is crap, just chuck in the trash and order a new one from Digikey/Farnell. Or if you know anyone that is a hobby electronics guy they're guaranteed to have a LM1117.

Measure output voltage at Output, figure 2, page 5.

Output must be 1.25V*((R2+R1)/R1)

 

What is this regulator used in?

A gpu. It is a Gts 450 from leadtek. the fan does not spin

Like I said, measure the output voltage first and see if there's anything there.
