I guess what I mean is that both monitors are 3440x1440, IPS, 34 inch with some form of adaptive sync, made by the same company, but come with different refresh rates. Is there something inherent to Freesync that prevents it from reaching higher frequencies?

The G-Sync version wasn't released until later, so it a bit of a later model. I'm not sure if they use identical panels or not.

Most likely it has to do with cost, lower refresh rate means fewer rejected panels and so lower cost, and they might have wanted to target a lower cost for FreeSync.
