Only game I've experienced this issue with... I launched a new game of the witcher 3 and for some reason I'm getting 30-40 fps in white orchard. Changing settings does not help. I don't see a bottleneck occuring of course I'm only looking that the windows task manager. My gpu isn't throttling it's boosting up to 1870 mhz. Any ideas whats happening?

You have MSI afterburner or any other GPU usage program? See what the GPU usage is while gaming / CPU usage.

I really doubt you have a bottleneck though. I'd also maybe try reinstalling drivers after wiping them with DDU

I'm on 3440x1440

I've tried ultra, high, and low. fps stays the same no improvement.

Turn off hairworks and see if that helps. It absolutely murders FPS on any rig.

I have Hairworks off. no dice sadly.

It's not you. My dad has an i7 4790k and a 980 and that can run it at 1080p 144hz on high to ultra settings. I'm sure a 1080 ti can run that at any resolution. I know it isn't your VRAM, so it must be a software thing. Try uninstalling it and reinstalling it incase there was an error or update the game is possible

I was having some issues installing drivers when I first got the card. I had used DDU to uninstall but geforce experience "Couldn't find driver/update" Got it to work by downloading the latest drivers without using geforce experience...

I did have a hard time removing my old graphics card, the pcie locking mechanism wouldn't budge. Could I have damaged the pcie slot somehow?
