Q1 : Will this build run Overwatch at a steady 240 FPS? (If YES are there any parts I can downgrade to save money?) (If NO which parts do I need to upgrade?

1080 is strong but you can do an 580 8gb

I don't play overwatch but I'm certain a 7700k and a 1080 should be able to power 240 fps, but you may want to watch benchmark videos for the game to be sure, see what card gets what fps. There are youtube channels dedicated to it, one in particular is called " Testing Games "

Changed to Ryzen 5 with 6 cores (2 more).

X370 Motherboard with SLI and AC wifi.

Better SSD (if you want the M.2 free, you can buy the 850 evo).

Better PSU. (Fully modular tier two PSU)

Kinguin has cheap Windows 10 licenses (You can also use your windows 10 account if you have one.) for maybe $50 less?

That's not going to hit 240fps. 

The CXM 550 is actually a better PSU as well.

Yeah, it's fine. I would personally get a cheaper one like the HyperX Fury, but it's good.

You could. The PSU you chose is fine...you're spending a lot on the system, so you could get a better PSU, but you don't need to. If you want to get something better, then get something from tier 1 or 2 from the PSU tier list in my signature that's at least 400 watts. EVGA G2 units are often recommended because they're excellent PSUs at a great price, but there are also other good options and the G2 isn't always the best option -- it depends on current sales/pricing.

More like 500 watts because of overclocking and etc.

400 watts would be more than enough even with overclocking, but he's not going to find anything under 450/550 at a decent price anyway, so it doesn't really matter.

Yeah, like I said, it's a good PSU, one could just argue that it's not at the same level as the rest of your system, but I'd be perfectly happy running that system on a CXM.
