So this is my first build I'm ever attempting. I have a pretty good idea about what I want to do with this system. But I would like some objective opinions. I want a system that's primarily for gaming at 1080p max/ultra settings, and also some streaming at a nice quality nothing major just something for me and my friends to laugh at. But I'm stuck on which CPU is best for my needs. 7700k or Ryzen 5 1600x or 1700. I plan on streaming games like Paragon, Smite and Destiny 2 when it's released.

The 7700K is better for gaming, but the 1700 is much better for streaming. I would recommend the 1600 (non X) with a better GPU ;)

I did read the OP, so I know he is streaming :D This is why I recommended the 1600, it has more cores which will help with streaming and it is cheaper, so he can get a better GPU which will help with games ($100 is the difference between a 1070 and a 1080)

You would need some insane GPU set up to ever output enough frames for a 7700k to be have a noticeable performance increase over a 1700, and you would benefit from more cores moreso than more clock speed for streaming.

This. 1600, and dumping the extra money left over into a better GPU will likely give you the best gaming experience, along with adequate power for streaming.

Get a 1600 and overclock it to 3.8Ghz+, and a 1070 or the Vega equiv. if you still haven't bought at that point.

Ryzen OCs very easily and is cool while doing so.

Those parts will see you for a pretty long time.

REMILIA Mk.IIIG CPU: Ryzen 7 5700X3D, Cooler: Gelid Sirocco (Arctic MX6), RAM: 4x 8Gb sticks of Patriot Viper Steel Series 3600 CL17, Mobo: AsRock X570 Taichi, GPU: Inno3D RTX 3080 iChill x4 10G, Storage: 1TB Intel 670p NVME SSD boot drive, a few 1TB and 512gb SATA/NVME SSDs for game storage, 6 hard drives:2-12 TB, PSU: Montech Century II 850W, Case: Silverstone FLP02, PCIE Cards: Cheap Chinese Marvell 88SE9215 4 port SATA card, Sonnet Allegro USB3.2 Card Monitors: ViewSonic Elite XG270QC (165hz, 1ms MPRT, 1440p, VA, Freesync PP, pneumatic stand), electriq 27qhd180i (IPS, 180hz, 1440p, 1Ms), iiyama G2530HSU-B (75Hz, Freesync, one in landscape, one in Portrait, all on pneumatic monitor stands).

thanks for the help. in the process of buying everything right now. I'm trying not to be to vein but this is something i've been planning for while now. and i know all of this choices don't really match with a typical price to performance reference but i will be seeing this system everyday and i want it to look nice as well

Aside from the fact that you've chosen a 1600X rather than a 1600, which is the same CPU but at a lower stock clock but for less, I think your choices are sound.

That's okay :) You won't always have the most rational build, sometimes you want a 240mm AIO even though you'll never need it just because you like it.
