i need a cheap pc all i need it to do is run 1 monitor at 1080 i just want to watch videos and browse the internet and run mouse without  borders 

what are the cheapest parts i could get

look at the local market/ebay and see what you can get there, e.g. there might be a core2duo PC, and a GT 710 those will be easily able to do that plus more

yeah you can't get a pc for that really. Go maybe a little over and get the Nuc? They are great little machines.

 

Otherwise your choices are: Raspberry Pi with Linux (its not that hard to use honestly) or a used very old PC

even the cheapest rig with the bare essentials is over $100.  just get some used pre-built.
