Depending on what generation CPU you want, I take it your talking current gen?  Then probably a i7 7700, or if you want just threads for DAYS you can go for a E5 2670 Xeon chip.  Theyre all over the used marked 8c/16t for about 100 bucks or less. However the motherboards are harder to find now. 

 

Edit: However I3s also have hyper threading so that is also an option.  I completely forgot about them!

The x5550 is pretty cheap. The x5650 is better though.

a good choice for what? what are you going to use it for? Is it just some well multi threaded task so you think you can invest in a cheap 8 thread cpu and be fine? Also, when you look at old CPUs, keep in mind you have to buy a motherboard and ram too, and those might be hard to find and expensive.

 

Is AMD's version of hyperthreading ok, or does it have to be Intel's hyperthreading?

It is not that cheap, but a I7 920 does indeed overclock well if they are properly cooled. They can hit above 4 GHz. But notice that there are two revision of 920 andthat will be CO and DO. DO is the bedst overclokker becuase that revision needs les voltage and by that oveclock better, but it still needs good cooling

 

To be fair if you bay it, you can sell that I7 920 and get a 6 core xeon for more or less the same money I7 920 can be sold for. Just a hint and Xeon is also a great overclokker.
