Minimum System Power Requirement is a 400W. And well my system right now? Is a bloody Pentium G620 , ST320DM000 HDD , INTEL DH61HO Motherboard , 2 STICKS OF 1.5V RAM , A Samsung OPTICAL DRIVE and a mouse , keyboard speakers and etc. I MEAN THAT'S LIKE BELOW 200W. AND IF IM NOT WRONG I HAVE LIKE A NONAME FUCKING PSU. THAT I DON'T EVEN KNOW HOW MANY WATTS IT GIVES OUT. IM GUESSING IT'S A 300 or 200 WATT PSU. WILL IT ACCEPY THIS 650?!

And also the RX 550 cost way too much in Malaysia. This GTX650 cost 40 DOLLARS right now thanks to an offer

Multiple things can happen, first your PSU might break down. Or you get artifacts, since your psu cannot feed enough power.

 

Your psu should say how much it can provide, if you can't figure out what is what, just take a picture of all the sides that have a sticker.
