Case fan working intermittently

My rear case fan won't spin whenever I first turn on my pc in the morning. At first I thought the fan went bad and replaced it but the problem remained. Tried connecting the fan to a different header with no success. The only temporary fix that I found was to go in the BIOS and change a setting that would restart the BIOS, for example, turning XMP off and back on. That way, when it restarts the fan will spin and work just fine while connected to any header on the mobo.

Appreciate any input, thanks!

Motherboard is an ASUS H97-PRO.

No, I actually didn't mess with the fan curve at all. It's set to work at 50% up until 50% system load or so, after that it ramps up. That's not the issue though. It does its job WHEN it works. My problem with it is that it's not starting up when I turn on the pc, unless I go on the BIOS and restart from there.
