Ps3 was designed for that

PS3 was high-end.

PS4 basically is still designed for 1080p 30, and some games can't even do that.

because both Xbox One, and PS4 use low-end parts.

Why even bother getting something equivalent to a PS4 GPU? It's basically just an HD 7870, which is a $220 GPU. For that same money you could get an RX 480 8GB, or a 1060 6GB, both of which take a steaming shit on the PS4 GPU...

Wasnt there a 4k downsampled game?

No idea.

if there was, it was an indie game that had, to put it nicely, undemanding graphics with very low polygon counts.

there's no way consoles could have ever rendered a game in 4K that had good graphics, or was even close to AAA.
