It's all about money, and Intel obviously offered a good amount for Netflix to hold the agreement with an iron grip for PCs.

4K gaming doesn't use a codex. 4k video as used by netflix and UHD blu-ray requires a hardware decoder.

And why is that? Could of that accomplished the exact same service without a hardware decoder? Answer is, YES! But why do they without reason require a proprietary hardware encoder? More money!
