No, 12-14 episodes per season feels very short because each episode is only about 23 minutes long. And they could have covered more story but their budget got cut.

Yeah, definetly. I feel like instead of having an arc each season they shouldve has a mix with the arche of season two (the best and most important IMO) being the main "fire lord" arche of the story.

I agree, they could have definitely made more use of it.
